Companion Equipment Neck Enchantment when Draconic

The Draconic enchantment is not adding to my companions Stats when placed in the companions neck piece which is a L47 Protecting Amulet with a Offensive slot. when swapping to the Radiant enchantment the stats are added to my companion.

Is this a bug?
