Question on Artifact Slotting

I would like to know why we have room for one primary and three extra artifact shards on our character sheet.
I can only use one at a time, so do the others come into play and if so, How?
Do we get a part of the artifact’s power or something?
Can someone PLEASE Explain the reason for these?

    You get the stats from the additional artifacts but not the special ability. 2nd and 3rd are unlocked at lvl 60, 4th is unlocked at lvl 70.
