They did have (nearly) the buget to turn the game upside down and Change many base mechanic we all knew they didn't understand or dared to touch before.
I bet it would have been much cheaper (not to mention safer) to improve the foundry a little and invite the best foundry authors to Team up with the devs and designers to add PvE, and PvP maps, dungeons and sidestories, and leave something forthe bigwigs in the team to build a new campaign.
They could even have developed the level cap extension for a new major area only (and downscaling for the legacy maps only), but taken time to iron out any issues and really test it while the former group keeps the community happy with their homegrown Mod 5.1, 5.2, 5.3, ... (e.g. "Helms Heritage", "Eilistraee's Return", "Cyric's Revenge", or whatever foundry editors can think of and spin a mini-campaign with).
P.S.: Even private and guild housing would have been easy to implement with a slightly improved foundry SDK, and as such keeping community Networks (a.k.a guilds) alive and bind players to the game.

And it could be the new T3 content high Geared elites who think now the game is just fine wished for to get out of their boredom.
There just seems to be no logic into making the game so full of hinders for the casual player.
