small changes to Domination

- please increase 30 min penatly to 1hr.
- the person who left the Dom instance is still able to kick the players out, please remove this.
- add a surrender option. (after 7 mins?)
- replacement for a disconnected player. Just like the dung instances... can someone else fill the Dom spot?

    2 minutes to relog if connection drops is not enough too
    30 minutes penalty is ok
    kicking is getting fixed
    no surrender option, a game which is lost cant last forever like LoL

    i take my 30min penalty with pleasure to avoid ingame penalty by some player in domination, what i don´t like is getting kicked by ppl + 30min penalty, these guys are the scum of PVP

    Kicking is removed from PvP on the test server, I hear. So that might cure this problem for good, if this is carried over to Mod 6 live...

    the only modification needed is a fair pairing
    5 player with 20k gs vs 5 player with something between 9-15k gs is just a waste of time (i'm near 15k)

    I heard that it'd be fixed in next mod. But if no, it must be fixed.
