Dragon hoard and fey blessing enchantment adds points to item level?Is this correct?

I notice when I slot a lesser dragon hoard or lesser fey blessing enchantment, it adds 60 points to my item level. Is this working as intended? I feel that it is so wrong as equipping these enchantments has no effect to help clear a dungeon faster/neither give do they extra defence nor hit-points.

Total item level defines ingame as: your total item level is calculated from your equipped items and represents and approximation of your overall effectiveness

I cannot agree a player with 5 of such enchantments resulting in 300 (60points x 5)item-level boosted is effective in anyway in dungeons. But of course there is another way to look at it - someone lacking 200 points to queue for a dungeon, can use these enchantments to help him gain entry to it. Afterall item level is only an approximation.

these enchants should not add to "gs" if it does then the devs need to fix it
