Black Ice Shaping Professions

Upgrade the Black Ice Forge from level 3 to level 4 takes 50 000 Black Ice , 10 Unified Elements and 600 Exp. , while upgrading from level 4 to level 5 takes 25 000 Black Ice , 5 Unified Elements and 300 Exp.. Is this intentional or they should be the other way around?
