So I'm a Whisper Knife TR that took the Executioner path. Power is 4900, Crit is 3700, Armor Pen is 1700. In PvE I use Path of the Blade, Smoke Bomb, and Lashing Blade. At-wills are DHS and DF. Seems like I still can't do a lot of damage compared to the others in dungeon parties. What have I done wrong and what do I need to improve?

Also remember that dungeons are so easy that it often becomes who charges in first and attacks first is who does the most damage. You see this commonly with CW and SW as they have no fear of being killed as they generally kill most of what is there with a single rotation and a bit of movement and lifesteal makes of for any risk. If you start to charge ahead more and attack without waiting for the rest of the party you will see a major increase in your damage at the risk of going splat. This is a sad state of affairs for the game but such is what it is.

If you enchanted at all for crit you might want to swap to power enchants. To me at a guess I'd say you just haven't built up your enchants high enough for power yet.

if you enchanted at *all* for crit remove them immediately :P Stealth gives 100% crit. Executioner path gives lots of bonus that require you (or incentivize you) to be in stealth. Get used to setting up your highest damage with stealth. Smokebomb, Dazing Strike and Lashing blade are three prime examples. Stealth, SB, (either refresh your stealth with SS or wait 8 seconds) Stealth, Dazing strike or LB depending on targets. DF is the highest dps ability we have. When you cant use stealth, use DF.

Accept that, in the majority of cases, a TR cannot beat a CW or SW for damage at equal skill level. They have far more numerous tools at their disposal. However, skill level is relative and if you're feeling a little down and out because you cant beat your CW theorycrafting guild mate.. go pug a little while and you'll smile at least a few times.
Bedlam: Creating chaos as a MI Exec TR
    Avariel Merilwen: Burn baby, MoF/Rene
Aejun The Silver: Devoted to Healing, DevOP/Justice
    Mina Rosepetal: Super Natural, Pathfinder/Melee
    Frost: Benchwarmer, Soulbinder/Fury

A black ice weapons (corrupted), Fabled Illyanbruen head and bracers, Profound executioner's armor and boots. I do need to refine my enchantments to a higher level. Right now they are rank 7. I use dark radiant, azure, and silvery...

Hmmm, I'm kinda all over the place... I guess I need to find an armor I like and supplement with the appropriate enchants.

you should use corrupt black ice gear or full swash, those give plenty of crit, power and recovery, pretty good sets for pve versus just 2/2. Those weapons r good, but you shud try to get the artifact main and off hand for duellist flurry as thats good for pve too. i would put enchantments where i need more stats, like power, armor pen, or recovery. There are diminishing returns on stats so just stacking as much power as possible isnt optimal imo b/c in place of those stats you could put other stats that would improve your dps even greater. For example, you save 5k power and 1k armor pen. Slotting a radiant would boost your power by 1% damage, however if you slotted a dark for armor pen you would get much more out of that and most likely a bigger % increase b/c you get more points at lower lvls but at higher lvls you need more stats to get even 1% boost. So consider this when you slot your offence enchants, do you need more recharge speed and action point gain, damage bonus, or armor pen? And weigh the pros/con of slotting w/e you decide. Basically make smart choices when you slot your enchants so your dps is maximized.
