I am trying to find best(more damage and quick kill) option for all three diffrent encounters.
Dailys: ice knife + of
class features: eye of the storm + storm spell
1) It varies from time to time, but it's utually something like that

icy rays
icy terrain or steal time
+ chilling clouds
2) includes ALL PvE content (solo, dungeon, skrimishes and HEs that aren't remo or raid the raiders) unless stated otherwise

sudden storm
+ magic missile / chilling clouds in heroics & dungeons & epic skirmishes
+ storm pillar
3) that's the one that tends to vary the most, so I'll just list the 3 biggest archetypes.
Notes: I almost always use magic missile + ray of frost, & always pack icy rays + control spell, and often replace one encounter with force push when clerics are around.
Special mention goes to steal time to flush rogues out, icy terrain for area denial in long fights, and chilling clouds against tanks.
Also note that I'm carrying a purified black ice set, so I can soak up a fair amount of damage, although I don't hit very hard compared to corrupted sets of people with artifact gear.

In my opinion, stats are much more important than encounter selection when it comes to maxmizing damage. Get between 2k & 3k in crit & armor penetration, then boost your power & get a weapon ench (vorpal is a safe, reliable choice).
Single target damage: Damage over time encounters like rays, conduit & terrain are great when they crit, 'cause each tick has a chance of triggering storm spell. I'm not sure weapon ench like plaguefire trigger ss, some other wizard will have to confirm or deny. When it comes to instant damage, a critical [tab] icy rays on a debuffed target hits like a truck.
AoE damage: see section 2) above. You might generate quite a bit of threat, but tank teammates can usually overcome that problem.
Diclaimer: individual gameplay experience may vary. I honestly don't know whether what I just posted is the mathematically optimal build, but it's what works for me.
Also, I never remember the names of my spells :P
