What is a Summoning Portal?

What is this Summoning Portal that he's talking about (http://nw-forum.perfectworld.com/showthread.php?835981-Patch-Notes-NW-35-20150122b-3&p=9995931&viewfull=1#post9995931)?

Can someone explain it to a person who never played any foundry?

    That blue or purple i don't remember portal that keep summoning imps from it.

    It is (or was) a Foundry asset that could be used to spawn monsters ad infinitum (Latin, "to infinity"). Some, as mentioned above, can be found in open world and lair/instance maps, but were removed as a Foundry asset with the recent patch.
