Sadly NO, they don't take away those "tools", if they have done it, this game would be more fun and a more enjoyable place to play. Economy is in the hands of a bad company economic strategy and 99% exploiters.
A legit player is sadly a looser in any sense, but this applies especially to PVP.
And yes game shouldn't be Wall Street, i for my self i am here to play, and not spend all day in fornt of Gateway with a clock to play the AH and use gray zone methods to make AD.
Summa summarum, i stay to my word, that the game has gone of track, the gap between players is huge and it leads to tensions, be it PVP or be it PVE, like Tiamat or any Dungeon. When every second word i hear is zerg, zerg, zerg, than my stomach gets a beat and i feel humiliated and have to log off. When i wait in q for Tuern or Lostmouth runs and see requirements for party with insane numbers, i better leave those places alone. Not that one or more of my toons wouldn't qualify, but all this elitist HAMSTER makes me loose fun.
Sadly, you're wrong. Look at the zen market from 12/8 and the following weekend. You can't play the "stock market" and lower the price of Zen or you get banned. I speak of this from experience.

First of all, I'm a semi-casual player. I don't play 10 hours a day like some people around here do. A more serious player could have done much more than I have managed to. Second I will be the first to admit I made some mistakes along the way which slowed my progress. Third, there is nothing wrong with taking advantage of 2xRP weekends to get your items to legendary. I wasn't *forced* to. I CHOSE to in order to expedite the process. I could have dumped all of my RP into my gear as soon as I got it. Who knows, that might have been even faster since then I wouldn't have had to wait for a 2xRP weekend. So yes I am proud that I got my mainhand to legendary without any botted RP and only through farming. But I would never claim that the farming method I chose is the FASTEST method. And I wasn't even the first to do it, so of course I wasn't the fastest! I only post my story so that I may demonstrate that yes, it is possible to obtain legendary gear without resorting to botted RP. Not that my method is the only method, the most efficient method, or the fastest method.
And "Mr. Big Wallet" is going to have an advantage over any F2P farmer IN ANY EVENT in terms of getting their gear to BIS status in a short amount of time. Refining, or the lack thereof, doesn't change that. So that is a total red herring.
And when it comes to PVP, please, if your opponent is a high-end PVPer and has Legendary gear, but you're not a high-end PVPer, the fact that you don't have Legendary gear is the least of your concerns. You're going to "get wrecked" anyway. I would LOVE to see a non-premade PVP match where victory was only achieved because you had a Level 60 mainhand as opposed to a Level 50 mainhand. Maybe 1 match in a million is decided that way. The vast majority of the time, that small of a difference doesn't matter, and victory is decided either by VAST gear score differences, or general incompetence of the losing team. But Lvl 50 vs. Lvl 60? Nah doesn't matter.
The thing is that the refinement system is extremely unenjoyable unless you pay to get it over with and there are ways to change it so that it's actually a decent or semi-decent system that rewards play. As for the ones who buy power, it doesn't necessarily have to be the case, though it makes it harder with the exchange here. It didn't bother me before because you could make progress doing decent content instead of grunt work and in time you could get there. Right now there's little reason to repeat any content at all. Before you could work your way up to BiS. Now you're forever in their shadow.
Things that can be done:
* Overhaul the whole system
* Increase rp you earn, drop them from bosses, DD chests etc and not just a freaking peridot.
* Allow you to enter stacks of rp. I mean seriously, who is it going to stop to allow more than 5 items to use at a time. I should be able to go on a farming spree, use up all my leadership chests buy rp from other players and use them to refine.
* Green and blue items are now green and blue packs and can be refined as such or opened for a piece of gear.
* Allow to select an artifact as active to refine and have a hotkey to ID and refine an artifact
* Change rp to a counter such as the black ice system
* Use an xp like system.
* Allow stacks of pres wards to be kept upon failure of upgrading, like the old system...
* Do pretty much anything at all since it's pretty hard to not improve it.

I think those are all fine ideas, although I am not terribly receptive to having a UI that encourages buying stacks of botted RP at a time, since I don't think that ought to be encouraged and I doubt the devs want to encourage that either.
But frankly I don't mind the refining system much at all. It reduces bag clutter, it allows you to transform less valuable RP into a more valuable type (e.g., refine training runestones into a radiant enchantment), it puts the green/blue junk gear that drops finally to some good use. I don't see downsides to this, really. Of course there are some improvements that could be made, but overall it is an improvement IMO.

I think a much easier/better system that could be implemented would just be to use that "overflow EXP" once your lvl 60 FOR RP.
That really solves all the problems TBH.
Do a daily quest for 4,300? Counts for 4,300 RP. The catch? It SPLITS it between ALL your artifact EQUIPMENT. Have a Neck/OH/MH/Belt equipped? 1 daily = 1075 RP for each.
Do 10 dailies? 10,750 RP each.
Why would this change the game? Because now you can PLAY to get your RP up and then BOOST that RP gain with RP stones.... People would be running dailies all over the place, doing 10-20 dailies from all the modules just to try and boost their RP up on an item.
Think its too good? Even if you had ONE item equipped and the full 4300 to that ONE item. Lets even say you did 20 quests that day each and every day.
4,300 * 20= 86,000 a day RP. @ 4,600,000 million for Orange = 53 days of doing 20 dailies a day. I mean shoot, thats longer than any module... for ONE orange item.
Things like Double EXP could be factored in (or not)... Point is. this x4 = over 200 days of doing 20 dailies a day for 4 pieces....
I think if you were doing like 20 dailies each day, and farming RP as well you could probably get an orange in ~ 30 days. time?
I think THIS method makes it ok to make ALL RP = BOA. Then reduce the freaking Zen prices down like 400% so it costs like $100 per orange. Then people might buy.

I will keep lobbying for "honest" gating of BIS gear through difficult/challenging/PROPER dungeons and raids. I'm getting more at that rather than scrapping the whole refinement system *cough* even though they did scrap the old refinement system for a more cumbersome one *cough*
I m a casual player..my artifact belt is still sitting at green and i dun even bother..i still go gaunt pvp..i still do daily dungeon..i still go tiamat and i m still enjoying playing my character..to me artifact gear is just something for me to dump HAMSTER item in.. it just to clear my bags full of HAMSTER.
Not exatly, Devs have let an easy way to get artifacts to legendary, they'r called DRAGON HOARD ENCHANTMENT, you can make one for 20k, i've 5 at then, and about a week on the 2x weekend i got, 1 cloack/belt/offhand to legendary, also my gwf artifact at lv 99, others 2 artifacts to 89 and 85, weapon was already at legendary, just needed a few hours/day to get over 15m rp, i thing everyone can do that.
No, everyone can't do that. This thing called real life has sees us working for 8 - 9 hours a day and then we have to eat, study, do chores, etc.
PSA: You don't need to grind Spinward Rise for your Elemental artifact main hand if you have some AD lying around. You can craft it via the Tyranny of Dragon's campaign screen.
they should buff up rp epic gear gives at least 10k per one epic if the same kind as artifact and half of it if other type even with system like this we would still need 400 epics for just one artifact gear part

Dragonhoard enchantments have a poor droprate compared to having farmable dungeons.
Are you bragging about that you have less stuff as someone that has double of the online time as you have?
