Oops! Wrong NPC!

Just got my SW to his third boon in Dread Ring and received the System Notify telling me the following:

You are now powerful enough to adventure in Icewind Dale. Talk to Sergeant Knox and accept the quest "A Chill Wind".

In order to get to Icewind Dale you have to talk to Captain Dunmish - Envoy from Icewind Dale. He will grant you the quest "Icewind Dale". This is incorrect from the System Notify.

I MAY be missing something here, but I've searched everywhere for the quest "A Chill Wind" and wasn't able to find it.

Well... Usually at any module Knox gives you a quest to talk to the right NPC, but you can skip it and talk directly to the NPC, at least for M4. And I think that may be available for the rest of the modules too...

The problem is that Knox will give you the icewind introductory quest long before you have the boons to go there. As soon as you are 60 he sends you to the other guy. Who then just tells you that you aren't strong enough. But the quest completes. Later when you meet the requirements you get a message telling you to go to Knox and pick up a quest you likely finished weeks ago. Instead of the new one that is available from the other guy.
