Respec and GS

Hey, when I respec my character and I have fresh char without feats and boons I have 17.339 GS after I max INT & CON my GS drop to 16.997 I'm just wondering why? CON is giving HP so my GS had to be higher and not lower. This is on live server but same is on preview.
