Where is my extra block ?

Hello,
before post to the bug section, can somebody confirm something about our block meter ?
When i use my ilyanbruen set i can keep raising my shield for 10 seconds.
When i use my PvP set (+30% guard meter) i can keep raising my shield for ... 10 seconds !
Is the 4pcs set bonus from PvP set broken ? or not stacking with other guard meter bonus (maybe the STR bonus and feat bonus doesn't stack wit set bonus ?)
I have spent many hours on PvP for this set and now, and respec for max out guard ... so i feel i have lose my time and AD.

I do not know if it applies to other similar sets such as Grim and Indomitable Champion.
From my own experience with Indomitable Champion the set bonus seems to work as intended.
The bug has been reported a number of times, particularly in my thread here.
