From my experience most premades don't want to pug stomp 8k gs people and pugs don't want to fight premades. Is it not reasonable for cryptic to implement a lobby/room based pvp system were people can create a room and the room creator might create a name like "8k-12k gear-score only." Now of course they are people that would enter these rooms with fake gear and perhaps try to pug stomp. Another why to do this is to implement a que system based on a players max gear-score ever achieved. So like for instance the highest gear-score i have ever had is 21k. So I will always be registered as 21k gear-score in the queue system. If it is a room based system vote kicking, i think would be a good way to manage the room. I do not think rooms should use the registered max gear-score because some people might want to play with their friends of higher or lower gearscore.
At this moment icewindale has died down to such sorry state. I think cryptic needs to allow instance change so people can easily organize massive pvp and record/stream these fights. This MIGHT attractive more costumers for cryptic if more people begin to stream and record their game.
ps a spectate mode in room based pvp would be nice.

Also server-wide BID notifications would be good too so people from any instance could see that BID has just started and could switch to it quickly.

You'd have waiting&playing rooms. Waiting rooms would be.... waiting for a game to start (Excellent for Pre-mades and guild wars), as for "Playing" rooms you'd get to join them if a player rage quits for example.

I would love to be able to Que for Black Ice Domination, so many fun things to do on both maps, or with the ques themselves. The original two maps bore me to death.
A lobbying system is too much work for them, plus like you said it is very prone to griefing and people gaming the system so I don't think it would be worth their time.
Perhaps a simple pug-queue and premade-queue would suffice?

This was already done a few months ago in STO so no reason why Cryptic can't also do it here. There are still some puggers that solo queue for the premade queue anyway, but overall it does result in being able to find more premades to fight and less pug stomps.
Also the premades that are trying to dodge other premades and only look for stomps will hide elsewhere or pug.

I don't know for sure if they want to, but I see it happening a lot. The only way to know for sure is if the queues were split and you don't see them in the premade queue. STO doesn't have a leaderboard so people there don't mind pugstomping. It happened so much that is why they split the queues.

Of course its happening a lot because the queue system isn't working ideally so its putting premades against pugs.
That doesn't mean these premades are going hunting for pugs. They waste 15 minutes of their life AFKing in rivenscar, they LOSE leaderboard rankings even if they win.
There is nothing to "not know". Premades want to go against other premades. Queue system is failing to work as intended. End of story.
Pvp would be more balanced and more popular. I do think though that if the lobby search thing happens then they need to think of a good min/max gs limit for each group. say 6-9k gs 10-13k ect but a 20k gs can be a HUGE difference from a 17-18k player even if they aren't that far apart because of gear lvl so maybe once you are 19k + you can only find another players above that.

I think devs could also encourage owpvp a across the map with events and missions to get consumables.
Example:
-expand overload slots to multiple sets (after fixing glyphs)
-make overload enchants obtainable through events similar to bi domination but located in the whole map. For example, in dwarven valley there's the mountain with moradin altar on top. You can get there through stairs but also climbing the back of the mountain. Event: one side must defend the altar, the other side must assault the mountain. Can queue for event and once there are enough players for both sides queuing, the event starts. Pve players doing quests not affected since it's not a pvp zone and They don't get flagged. Queuig players get flagged. Players flagged but not in queue for event get unflagged as soon as they enter the mountain zone.
But i'd link owpvp to something useful in pvp and consumable. Else people get stuff and leave the content, the way it happened to iwd pvp. People who got gear and pvp campaign achievements stopped going there cause they get nothing good from it. Plus i think flag yourself and pvp in the whole mal is great. Can already do it but ppl is not motivated to do so.
Also, the sigils you get from players you kill could be usable to gwf overload enchants and similar stuff.
Instance change in iwd should be blocked when you're flagged for pvp to prevent players from changing instance to avoid being killed. Allowed in pve mode.

Yea for example, being all time stunned by Cockatrice. No thanks, open pvp is even more broken tnan mere domination. And this lags....no comment, The same applies to GG pvp....this is just unplayable becouse of this lags...
In a lobby/room based pvp system there wouldn't need to be a queue system because players will regulate their individual rooms and premades can easily fight other premades and lower geared players would make rooms for lower geared players. In a queue system the system will register the highest gearscore a person has ever had and can only go higher, never lower, in order to prevent people from queuing with lower gearscore.
In open world pvp being able to switch instance and a server wide notification for black ice domination would make for more populated pvp.
Pets are a different story.
