I have tried getting the T2 armor sets on both my GWF and my TR. With both characters, I've had no problems (1-3 attempts) at getting all the pieces - By doing Karrundax, Spellplague, Frozen Heart etc. However, with ToS, after about 20 or so runs I've gotten just one armor selection chest, by far the most attempts.
Is there something special with ToS or is it just coincidence?
I'm not sure but I feel your pain. It took my SW 23 runs of ToS to get the Accursed T2 armor and 20 runs to get the Nether Mage T2 armor. I did receive a few T1 pieces several times which is just HAMSTER. If I'm running a T2, I don't expect to get a piece of T1 (which shouldn't even be in the loot table for that dungeon).

The chest is working, but the chance of getting the armor is only 10%, so you were actually really lucky to get the other pieces in 1-3 runs.
For some reason, some dungeons and some characters are really "lucky" with T2 drops, others, really unlucky. I've yet to experience the normal drop rate of 10% on any character. ..2ad

If you run 1000 times the same dungeon with a given toon, I'm sure you'd experience it. For low samples, however, it is almost random - that's the way statistics works.

I think on average it take 10 runs per dungeon to get the armour set you want so you are still ahead of the average....
