Executioner's Style feat? What does it do?

Hi all,

So what does this mean: "Indomitable Battle Strike and Sure Strike now deal 6/12/18/24/30% bonus damage as target's health diminishes." Does that mean I get bonus damage if the target is affected by DoT effect? Or what? :confused:

    The less HP your target has, the more damages you deal (for a max of 30% more damages).
