I don't understand the purpose behind the need/greed system when we won't even know if we actually NEED an item until after we've won the roll.
Considering it's been this way for this long, I figure it's not going to be changed. So I'm instead going to ask, is there a publicly acceptable action to take when an unknown item drops that isn't identified, but is a rarity greater than or equal to an item we already have?
Also, at least let us use an identify scroll BEFORE we roll so we can actually assess whether we actually need something or not. Or, if there's some way to do that now, the information would be helpful.
Yeah, it's pretty much just guessing. Generally, if it's class specific in my favor, I'll usually say "Need" just in case. If it's blue or rarer (and not specific to my class) I'll say "Greed" because even if it's useless to me, I can usually get good AD from in on the Auction House.

In dungeons, I handle it like this - if the item is Rare (blue) and for my class, I will roll Need. If Rare and generic, I usually roll Greed, unless everything I am wearing is green. If the item is green and generic, I roll Greed. If the item is red (my class can't use it), I Pass. I can live without the few coins or 70-200 AD it might bring.
I have to laugh at some players rolling Need on everything. I think to myself, "Really? You NEED those 10 silver coins that the green item will sell for?"
My motto when levelling was to need on anything you in particular want. That means class specific blues and greens that out level what you have. Greed everything else for the gold. If there's a blue that's not class specific I'll look what everyone else rolls, if someone needs, so do I.
As level 60 when you have your gear a lot of people need on random blues and so if I see that I will too. Same goes for purples though if there's been no rules.

You easily know if you could benefit from an item of a given type and rank. Whether its specific stats are better than you have currently is not really that big a deal... you really don't have time to be doing that sort of comparison during a team activity anyway.
Just my own opinion. Not suggesting that anything else is wrong.

The need/greed rule is really only important when it comes to weap/armor enchantments and purples. Break the agreement there and you're on a sure way to get kicked.
I've never known anyone to green on shards on purpose. I think needing on them is the best way to go anyway, it's easy to differentiate them from other items if you want to greed other items and if you greed then you just run the risk of a misclick or shard ninja for no reason. You got to be careful on purples though. If you assume its a need run people can still get annoyed and kick you for needing. Exceptions being on bop purples, sometimes purples that aren't class specific depending on the group and possibly fragments. When in doubt, find out and don't be the first to need.
