Bought basic pvp gear to sent to my other CW

I used glory because I was at the 50k glory cap, giving up working on a few profound off pieces for my MOF for a bit in order to sent my new level 60 spell storm starter pvp gear.
The tool tip said that the pieces were bind on equip
When I looked they were bound to me.
Is this a bug, or something else.
If I had not trusted the tool tip I would have spent the glory and seals on profound rings for my MOF.
Where should I report this, or is it just a messed up tool tip. I seem to remember seeing the basic stuff for sale on the Ah.
In game tickets never seem to go through for me. So I would like to know how to ask for a resolution?
