Cloak of the Harpers - Should be free to transmute but isn't

As the topic says, I can only assume the rest of the cloaks unlocked through the campaign might also share the same bug.

    you can only change the Cloak of the Harpers appearence for another neck for free.

    The +93 HP and +78 Def, are they only applicable on equip or do they add to the transmuted item?

    The same issue with the second cloak you get in the campaign , panderus said it is being fixed this week .

    No when you transmute you only take the items appearance , not it's stats
