Dragon Quest Line Bugged

When you go to do the quests in Icepire you cannot interact with the NPC and cannot complete quests.

    That happened to me in Neverdeath and it turned out I had to hand it in to a guy in Protectors enclave , maybe try that?

    ok, to be more specific, the sparkle trail leads you to a NPC that does not have the icon over his head and when you press F to talk to him he just says "Goodbye".
    However, when i went to Ebon downs to help with the dragon the NPC there had a task that had nothing to do with the current quest line.
