Conduit Of Ice Bug (CW)

I currently had 5/5 in the Control Wizard Feat "Fight On" which states it gives 10% cooldown reduction on all encounter powers. After respect-ing my character out of it, the other skills appear to have increased by a reasonable duration (for the 10%) in cooldown time, however, the skill Conduit Of Ice did not change in cooldown.

Conduit Of Ice is not benefiting from the 10% cooldown reduction provided by the feat "Fight On"
