How much of it should I aim for?

Do you mean that for every debuffs or just for armor penetration?

for example, i use a greater plaguefire enchant, would it stack with a 24% armor pen value?

I had heard that a lot of CW powers don't benefit from Armor Penetration, due to bugs.

That is actually true... but... its all the Single Target powers, none of the AoEs.

Which is kind of backwards in my opinion.

Well, that can still effect some boss fights in PvE and PvP. In boss fights like the one in epic frozen heart, we need to use single target powers. And powers which CW use in PvP are mostly single target.

My advice to you is to use Sudden Storm if you're a Spellstorm,

This one ArP works with very well. Admittedly you're going to have to be up close and personal, but doing good damage is never without its dangers. Its a high damage spell that will work with ArP.

Sudden Storm is good for general mobs cleaning. However, using it in epic frozen heart final boss isn't a good idea because a) you stand too close to the boss and b) it can hit and attract other mobs. And in PvP I had better choose long-range powers.

Hmm I use it all the time there. Usually for that boss my rotation was Icy Rays, Ray of Enfeeblement, Chill Strike, and Sudden Storm.

Well I haven't done Frozen Heart in over a month but Generally we separated the boss from the rest of the mobs so the kiter was in the back while we kept the boss up by the throne so it wasn't an issue.

I was right on top of the boss mob watching the Red and Teleporting behind him the minute he'd do them.

Dangerous to the mage perhaps.... but the payouts were big, he goes down fast when you do that. Its not for the feint of heart.
