Is This A Problem

Hi all... I spent a few hours collecting black ice and doing HEs today... mostly in IP... I visited a few of the major HEs that are not part of the Big 4, BI gear drops... and no one was showing up at these spots... was corrupt bears, corrupt wolves, some kind of stop a ritual at a barbarian camp or something like that... the timer just ran down on all of them, and didn't get more than three people... are the drops for these not worth doing the encounter... i'd like to try them, but not by myself... is there some way to make them more appealing so people will start doing them again... anyone else have a similar experience... thanks in advance for any input you may have to offer...

    its basically that the rewards have gotten so cheap on ah no one really goes for them anymore, since doing an epic encounter can yeild purple quality gear as well as all the rewards gained from the smaller ones. not to mention the fact that 70% of the time you get 25 black ice and a rank 4, aka nothing
