I've read a lot of threads about GF (my first toon, actually
) and agreed to the fact that they are not "needed" but also seriously UP.
Here are some Buffs I want to propose that will not disrupt any kind of balance, in my opinion, but will give the GF the right to be called in dungeon runs (focus: mid-endgame)

-buff the amount of aggroed monsters (like double the limit?)
-buff the block meter scaling with the amount of aggroed monsters
-buff the damage output with the amount of aggroed monsters (+30%-50% per mob tanked sounds right?)
A good time of preview server could give enough feed back to fine tune numbers.
Ok these are maybe only SOME of the things that a GF needs but in my opinion should suffice to reinstate it as a viable and welcome character, all focusing on his peculiar traits (shield+aggro)

Case study
Deep gash after mod 2 is bugged.Devs say they will look into it.After 4 months they fix it so no longer crits for every tick.
To appeal to thr GWF crowd they say they will buff destroyer tree by some percent.
The thread GWF changes goes in preview forum.There dozens of GWfs start QQing in a dramatic way.Yes the class that accuses all the rest classes when complaining that they are whinners.Nvm after 46(!) pages of endless whine and QQ of epic proportions ,the devs buff GWf destroyer by a whoping 40%.That happened 20-30 days after the deep gash announcement fix.Both fix and buff went live the same day.
The GWF community arguments mostly went like this: "hey i just finished a cn run and had only 60% of the dps i had.CW had more"
The devs hear them again and buff furthermoe destroyer's purpose.
result?In pvp all classes are killed in one rotation.
GF lacks damage,defence ,hp.Endless threads,dozens of pages,10ths of thousands of written posts.
A dev said they are looking into it and that the problem of GF is that he cannot get healed by a dc while blocked.
Based on past experience i say pretty sure that GF will not get any buff untill at least 3-5 months after mod4 release.That is november december 2014.So don't get any hopes.Roll a TR or a HR.
Btw I am now with a good HR (Stormwarden, mind you :P ) but I just wanted to put out those few lines in favor of GFs because it could be SO simple, so simple...
The buffs were only made to the Destroyer tree and were necessary to compensate for the damage loss due to the Deep Gash and Student of the Sword nerfs. It is no longer possible to have a Sentinel build doing insane amounts of damage.
Also most damage improvements require stack handling or are proportional to the amount of missing health. In most cases it just doesn't matter if you do 27% more damage when the opponent has only 10% health left. He'd be dead anyways.
Concerning the GF I whole-heartedly agree. My biggest concern is the survivabiliy of the GF compared to the GWF. With my GWF toon I can stand in almost any red zone most of the time. I get hit, go unstoppable and let Life Steal heal me. With my GF toon I can block some damage for sure, but sooner of later I need to run. And running is something the GF is not really known for.
IMHO the GF needs more damage resistance and more hit points. Increasing the weapon damage to comparable levels of the other classes would also be nice.
The meta shifted to take advantage of the buffs to the Destroyer tree. Most PVP IV Sentinels are now IV Destroyers, wearing Sentinel/Titan gear and using a Plaguefire instead of a Vorpal. They can still slot Unstoppable Recovery and 5% deflect because the Plaguefire makes up for the SotS nerf and the massive buff to Executoner's Style accounts for the lost Vorpal. Losing out on crit spikes isn't so bad when IBS will smash you into the next millenium.
GWFs are worse now than before in my personal experience. Sure they are softer, but they kill you faster.
I can't tell but the current leaderboard suggests otherwise. Last time I checked it was dominated by TRs and HRs. Question is whether this has anything to do with classes being "overpowered" or not.
