Icewind Dale - switching instances ?

What's the rationale for requiring us to party up, head back to town then be able to move to the lead's instance?
This a feature or an actual design decision?

    My only thought was that it would prevent people from jumping from instance to instance for the HE's...but if they would fix it so that the instances that stop spawning the medium and epics would keep spawning them its not that big of a deal.

    It is to keep the factions balanced , aka pvp affecting pve play and hugely annoying.

    ...and based on all the "hey, where are all the <insert faction here> pvpers, the pvp area is empty!" complaints I see on the chat, it's not very useful.
