Flagged for PvP - Idea to use it for games advantage

So now we have boons that are active only when you're flagged for PvP and devs can use it to improve PvE without messing up PvP (and vice versa), idea is simple:
Increase overall damage/healing on most powers and add power debuff that activates when flagged for PvP.
What do we gain? For starters people doing PvE won't have any problems with their powers damage being nerfed because of PvP, we already have Tenacity to become more immune to cc effects and critical strikes so perhaps this would be proper way to separate PvP and PvE experience more (because no one who likes PvE likes their powers being nerfed because of PvP.
