weapon enhancement slot

I've got several shards of various types and am trying to upgrade them. Is it really as hard as it seems. A 1% chance to upgrade... am I missing something or doing something wrong.

    Use coalescent wards to increase the chance to 100%.

    Here is the wiki on it.. It's probably more info than you want (the answer above is all you need for what you are doing.) But I post it in case you or anyone else is interested.
