Wait....there's a way to report those quests? I guess I'll be searching for that method so I can do it rather than just rolling my eyes everytime I see the exploit quests.
I think one of the first steps to getting these combated is letting people who aren't on the forums know that they're against the rules and should be reported. I've been playing Neverwinter for a month or so now, but I'm antisocial (okay, I was too lazy to come on before now) so whilst I've been fiddling with the Foundry since I unlocked it I had no idea until I meandered over here that there was a way to report them.
When you are reviewing a quest, after you finished it, there is a report option at the top right of the popup.
You can also directly pm the Community Manager, Akromatik, and the moderators.
Whether reporting works though is debatable.
I reported them in-game and then, I sent a list of 17 such exploits with names and shortcodes via pm 5 days ago but they are still there.

They get... boring. I tried one just to see what it was like. I forget the name of it, but it was just "talk to this person, get chest, and accept next quest".
Okay so if you want a lazy cheat it's the way to go, but it's boring fast.
I might suggest to help prevent these sort of exploit quests you might install something that only allows you to copy a map a maximum of X times? (X could equal four for a "four part chapter" story type quest. That should still be enough.) I'm not sure if hard coding allows that though, or how diffcult it'd be to manufacture. Maybe a multiple repeat quest is there, but no Tips allowed? A few possibilities.

Into the Wilds - Become a Beta reviewer (Review a quest in the "For Review" Tab)
If the campaign is out of review:
Patron of the Arts I - Tip maximum amount to another author
Patron of the Arts II - Tip the maximum amount 25 times
Patron of the Arts III - Tip the maximum amount 100 times
Reviewer I - Play and Review a published quest
Tipsy I - Tip a published quest
Tipsy II - Tip 25 quests, any amount
Tipsy III - Tip 100 quests, any amount
Tipsy IV - Tip 250 quests, any amount
Work Week - Play and Review at least 1 Foundry quest every day for 5 days
Fortnight - Play and Review at least one Foundry quest every day for 14 in a row
So I guess there's lots of astral diamonds to be made for the authors if people just tip them 3 times a day.
As for the authors, they can get all the achievements except:
Featured I - Own a quest which becomes 'Featured'
You should be able to find 17 of these in the top 200 of the "Best" column, assuming no new ones moved up since 25th April.
