Not sure if this has been suggested before but I had an idea this morning:
Just for clarification:
By "Drop", I mean found at the end loot chest.
Each run of an official dungeon or Foundry quest will only give 1 A or 1 B max respectively.
The dropping of A and B will be like what it is for Dungeon Delve currently. As long as you enter the official dungeon or the first map of the Foundry quest within the hour of Dungeon Delve or Foundry hour respectively, it will have a >0% chance of dropping.
Suggestion:
Add gear that is better than the current best gear.
This new gear will more or less be the endgame gear.
Acquiring this gear is meant to take a long time.
Add 3 new currency. For explanation's sake, they will be called A, B and C.
Acquisition of Gear:
The gear will be sold for large amounts of C.
Yes, so large that C stands for "Crying".
1 C is obtained automatically every single time the players has 1 A and 1 B in his/her inventory.
Of course, then the 1 A and 1 B will disappear.
Acquisition of A:
A will only drop in official dungeons during Dungeon Delve hour.
The rate at which it will drop is directly proportional to the difficulty of the dungeon.
eg. the rate of A dropping in a T1 dungeon will be abysmally lower than that of T2 dungeons and T2.5 dungeons.
Acquisition of B:
B will only drop in foundries during the Foundry hour.
The rate at which it will drop is directly proportional to the average playtime of the Foundry.
eg. the rate of B dropping in a Foundry that on average can be completed in 15 mins will be abysmally lower than that of a Foundry that on average is completed in 1 hour.
B will only drop once per Foundry. It will then refresh until the next Foundry hour.
eg. If I play Foundry X during the Foundry hour and I have time left, playing Foundry X again during this Foundry hour will yield a rate of 0% for B to drop.
Only on the next Foundry hour, will Foundry X yield a >0% rate for the first time it is played again.
B will never drop for an author playing his/her own quests during Foundry hour.
eg. I will yield a 0% chance of getting B from playing any of my Foundries during any Foundry hour.
Control:
This is the part developers will be more interested in.
This suggestion allows control over 3 factors.
(i) The rate of drop of A for official dungeons during Dungeon Delve hour.
(ii) The rate of drop of B for Foundries during Foundry hour.
(iii) The cost of C for the gear.
Controlling (i) will control how much players play your official dungeons SOLELY for this gear.
Controlling (ii) will either benefit or do nothing to the Foundry (it can't be too low or people will care about the Foundry as much as they care now, and it can't be too high or people will breeze through it - The management of average play time vs rate must also be done such that people will rather play long duration Foundries as opposed to 15 min farm quests if they have the time for it.)
(iii) Controlling C will control how long players who are SOLELY interested in getting the gear will be playing the game for it.
That is all.
If someone likes the idea and has an idea on how the rates should be. Do post it.

anyway no more currecies rather, let A and B be resources and C just the "ratio" and, add a profession tasks, let the player craft armors/weapons and even potions/feasts with it.
oh! maybe some augmentation tasks for any armor/jewellery/underwear/whatever, like +dX (small XD) where X is amount of eighter movement, glory gain, exp gain, gold gain or whatever (purses drop, blackice gain? etc)

It is forcing players to play BOTH Dungeon Delves AND Foundries in order to obtain gear.
As a casual player, I have extremely little interest in Dungeon Delves.
As a Foundry author, I want to encourage more Foundry play.
...and I'm pretty sure any "l33t d3wd5" don't want to be forced to play any "stupid Foundry quests."
It is forcing players to play BOTH Dungeon Delves AND Foundries in order to obtain gear.
As a casual player, I have extremely little interest in Dungeon Delves.
As a Foundry author, I want to encourage more Foundry play.
...and I'm pretty sure any "l33t d3wd5" don't want to be forced to play any "stupid Foundry quests."
I think we need better, independent incentives.
Yeah, this idea is actually meant for the more hardcore players, who would being willing to grind for something that they may want, but not need.
The gear is expected to be good but I do not mean for it to be a necessity.
The thing with this idea is to "bind" official quests with user-generated 1s so they do not cannibalise.
I have read of some posts suggesting how Cryptic may be reluctant to support the Foundry more because by doing so, could take away people's interest off the official quests and indirectly lead to less profits.
Thus, I had the idea of "You want the best gear? You will have to play ALL Neverwinter has to offer then."
Of course, I have to emphasise again that this gear will, yes, makes things easier but not be a necessity.

Interesting idea. But I agree with eldarth. Do not tie them to Dungeon Delves and Foundry windows.
However, instead of shooting the concept down, how about this change...
Tie them to Daily Foundry and have the reward for each provided by a final chest behind Rhix, in a fashion similar to that in the Dread Vault with the Arcane Coffers. Complete a Daily Skirmish, and get to open the chest. Even make the rewards similar to the Dread Vault. Marks, Runestones, Enchantments, Pearls, Peridots, Aquamarines, and a Unique Companion and/or Artifact.
This way, only approved Foundry Eligible Missions will give you a chance to get one too.
