I've been waiting in queues forever on my level 28 and my level 40. Nothing really seems to pop. I've actually outleveled dungeons. Didn't even get to try them. I was thinking, since I outleveled it, I should be able to solo it! Nope. Can barely take the trash mobs.
So why not allow people who are not the appropriate level to queue for a dungeon, to take in 4 companions? It fills the party slots, allows people who outlevel dungeons (because it's really easy to do so) to still finish them and complete the quest entry, and it will potentially cause people to buy more companions. Win win?
I'm pretty OCD so knowing I have a dungeon that I can't do because I've outleveled it, and knowing my thief might do the same thing pretty soon really makes my skin crawl...
What's keeping you from forming a party with other players then entering the dungeon? It's not lack of knowledge since you said you've tried it solo after outleveling one. So what's the problem?
Go back to the map and use either /zone or /lfg to find a party. Be sure to mention that you're over leveled and they'll have to use the front door. Most of the time people are glad to have the extra power in the group.

If the dungeon wasn't queueing when I was of level what would make people want to do it now? I'll give it a try though, and allowing you to use all your companions wouldn't be a lot of work at all. The same trigger that displays the warning that you're entering a dungeon solo could be used to unlock extra slots for the companions. The companions are already programmed. Keep the bonus from the active one and just let the others use powers.
A lot of people actually avoid the queue. Either due to bugs or simply bad experiences. Just because the queue isn't popping does not mean that no one is interested. In my own experience, a lot of people are simply waiting for someone to take charge and announce that a group is starting. Its often amazing how quickly folks are willing to chime in, once that happens.

The easiest thing is to go back at 60, after you've spammed some dailies to pick up a few boons. You'll be pretty powerful then, and the mere act of doing the dailies will have given you some reasonable random gear.
I went back and soloed some of the dungeons for that reason. One thing that might upset you though- my GWF can't complete the Spider Temple quest at all, despite having soloed it several times, and cleared it in epic mode on countless occasions. That bothers me a bit, probably for the same reason that you're bothered
Oh, regarding the queues popping, a lot of it is class dependant. The queue tries to put a GF, a DC and three others in a party. If you're an oversupplied "other" (like a TR or HR), then you'll be waiting a very long time. If you're levelling a GF, it will pop within a few minutes without fail- the only downside here being that you'll be largely useless at 60.
(..though I suppose a TR is also a bit of a third leg at 60 in PvE right now too, bleh)
The reason is probably that not many people bothers doing them, since you level up really fast in this game (every 3-4 quests). You usually find trash items, and even the best ones you get, you will outlevel them in a day or so of playing.
Most people choose to skip them completely, that is why very few people queue and chances are you either miss players, or you miss a "key" class player queued (DC and GF).
The annoying thing is getting the quest for the dungeon AFTER you are through with the zone, would be so much nicer to get the quest for it in the middle.
I have rarely had trouble getting into dungeons at level because I NEVER use the queue to find parties for anything but skirmishes. The same advice I gave above applies. Use /lfg and /zone while on the map to find groups. Doing it just before or during DD raises the odds of finding enough people quickly, but there are usually some people looking at any given time. Using chat generally provides you with a better group of people, ensures that they speak at least some of the same language as you and avoids the queue requirements of 1 GF and 1 DC. I've completed the heroics with oddball groups without problem, so long as everyone - or at least most - are pulling their weight.
Short answer, using the queue to find parties is bad.
