I don't usually post much but do read the forums often. There is a lot of talk about the class balancing that is being projected.
The question I have truly comes down to, are the class balance changes based current content or mod 3?
I have not been around as long as a lot of you, but I have managed to hit 60 on a CW, GF and GWF. I have a HR and have played a DC a little.
As a note, I do not pvp.
When looking at the epic dungeons, if you are running them at close to the minimum gear score I did not think anyone was OP. I understand that there will be changes, it is just how things work. But really if you are at or near gear score you need everyone to do their job.
It seems that a lot of people are complaining about things being too easy or one class being OP is based on the fact that they are running gear scores 5k(or more) above the dungeon requirement.
I have seen failures in almost all of the dungeons and have completed them and prayed to my god before I opened the chest, and never once did I hear "dude, so and so is just OP!"
But on the other had a couple of 14k's should look at least a little OP if they are running a T1 or T2.
I know some of the classes need some adjustment, there times when I play my GF that I just feel useless. In a ToS we had the GF leave because we couldn't dps her down and he just said I am really sorry I just can't do dps and left, and so ended the run. With the KC set changes being proposed and no changes to the other set that have been stated, not sure who will take a GF on some of the runs.
I am curious how viable the HR will be after the changes, 45% cut in split shot is huge and I really do not see how they will recover much of that loss. I guess now i won't have to worry about them grabbing agro and running all over the place.
Like I said I am curious on if the changes are based on current content, I pugged for most of my gear and I am glad I really do not have to do MD after the proposed changes, cause it ain't gonna be pretty if you aren't over geared for it.
I hope nothing I said is taken the wrong way, I really like the game and am just a concerned player. I don't want to start arguments or flame wars, and I realize my perspective is based solely on pve.

Given that the latest parse by a high GS GWF suggests their damage is getting nerfed by 40+ %, soon you might not have to worry about them being wanted in dungeons either...
With the lack of any information on how the CW will get changed I can not really provide any feedback of value regarding the balance between the classes.
So far the discussion in their respective threads have been:
Dude 1: "These nerfs are going too far, everything will suck in comparison to CWs"
Dude 2: "l2read they are nerfing the CW anyway so your feedback is useless"
With the CW being the milestone when it comes to class balance we can not provide feedback unless we know how the CW will end up. Right now every class is underperforming in comparison to the CW (on preview) and most, if not all, existing problems with struggling classes have yet to be touched.
In addition to that the currently proposed balance fixes are going entirely in the wrong direction and resemble in no way, shape or form the feedback you received by us, the players, in the past. On top of that it does not seem to be the case that whoever is in charge of those changes really understands high-end PvE.
This thread is a responds to the one that got started by PandaPaul and later closed by a mod. While his tone might not have been appropriate and the most thought-out his feedback contains a very frightening amount of truth regarding the balance between classes.
Consistency:
The thing that worries (or annoys) me the most is consistency between classes. The damage of a spell should follow a certain set of rules like the number of targets hit, attack animation, utility and cooldown. Here's an example between spells from both the Hunter Ranger and the Control Wizard:
-Ray of Enfeeblement (CW) has a fairly short animation, is single target and debuffs the target with a stackable +dmg effect
-Commanding Shot (HR) has quite a long animation, hits a single target and debuffs the target with a non-stackable +dmg effect
In a direct comparison the Ray of Enfeeblement deals way more damage while also having a shorter animation and a shorter cooldown. Regardless of how you look at those two spells, Ray of Enfeeblement is better in every aspect.
It should be fine for a spell like Commanding Shot to crit up to 20k damage if it remains singletarget or buff the spell to hit multiple targets while keeping the same damage.
Without those changes, Commanding Shot will remain unused in PvE and the Hunter Ranger suffers as a direct result of that.
Consistency is very important when talking about class balance and especially when thinking about how to make certain classes more viable and more versatile.
Those are the changes that I, as a player, was looking for in the upcoming module. And those are the changes that the game really needs before anything else. Please focus on making the lackluster classes more viable in PvE before fiddling around with classes that are fine for the most part and only need minor adjustments. This community has a good amount of knowledgeable and experienced high-end PvE players that could help you sort those things out if you would only listen to them. The PvE part of the game would really benefit from that...
Sadly I don't see how experienced players could help you with the balancing as most of the valid and good feedback gets drowned in a sea of mindless bickering from people who don't really know or care.
Well, I'm an HR and our main DPS skill is getting nerfed by 45%, I think it's too much, GWF getting nerfed 40% is too much too, but... if they make that all classes are balanced (including CW), I would not mind too much with the nerfs.

Well, If GWF were alredy one of the weakest classes and they want to nerf your Skills by 45% and more you would be complaining, but leaving that aside at least I'm happy finally ppl are realizing how is treated the CW class V/S other classes.
I agree - there is absolutely no need to reduce HR DPS.
