Dear cryptic devs..this is not a complaining thread but you have to realise that this game is more about gear and less about skill.. when it comes to PVP, things may get very ugly for a poor geared char, so i would suggest that you should make this "ELO" system GS based..
The reason is simple, a well geared char has way higher survivability that a poor geared one, a well geared char has way more firepower than a poor geared one as well.
Some ppl say that a GS based ELO would be easy to cheat.. so here are my suggestions.
1) make leavers penalty more...penalty (i mean the sole purpose of a 'penalty' is punishment, and not being able to queve for 15 mins is hadly such) so make it more painfull so that they would actualy lose something for ruinig the match..
what i would do is to make them pay a 50,000 AD fine for entering another match after receiving the panalty.
--cruel? unfair?? well boohoo if you do not want to lose AD do not ruin the match.
...but... if someone gets disconnected from the game/server/shard they should still get a penalty (as they could have done this on purpose) but a mild one (as it could have been something technical) so i would suggest a 30 mins inablility to queve.
2) lets imagine the ELO being GS based and someone tryng to cheat it..
The char unequips their gear to lower their score, and queves (the system 'reads' their GS)
The system found a team for the char and they are ready to press accept, but they equip their gear first and then press accept. (why not equip the gear after clicking 'accept' you ask? well they shouldn't be able to change their equipments inside the map).
They are now in the map..so when they enter the map the system should 'read' again their GS and if there is a difference between the the 2 'readings' the char is kicked from the game and receives a x2 leavers penalty.

ELO systems take a while to settle, and also require a decent sized playerbase (or it never manages to find suitable match-ups). Whether PvPers have the patience for the former, or the population for the latter, remains to be seen.

Time is the number one thing the Elo System needs to improve.
