After the first keystroke ("marking" the target) and the target runs out of range/you lose sight, the second keystroke makes icy rays go on cooldown without doing anything.
Happens in PvP when people run, dies, go into stealth since the PvP patch.

Issue: CW Icy Rays are NOT affected by Far Spell (Increase range of single target powers by 10ft at 5 points)
Description: Icy Rays can target 1 or 2 targets depending on who you target. You should be able to avail of the extra distance given by far spell if both rays are targeted on 1 person only.
Testing: I compared the distance the icons grey out with Chill Strike, Ray of Enfeeblement and Repel (on normal slots) which are affected by Far Spell. Icy Rays is not.
Recommendation: Make Icy Rays (single target) enabled by Far Spell (feat) when used on a single target.
