Fey Blessing enchant not working in dungeons.

Fey Blessing enchant doesn't, pretty sure, proc properly when you are in dungeons. I have 3 lessers (3%), and in the last 5 dungeons, over which I have killed well over 500 enemies, I have never recieved any enchant from it (i.e: One that does not get rolled). In lair parties, it does work allright, but not in epic dungeons.
