Target lock and encounter "R" problem

I have the problem that while target lock (ctrl) is being held the encounter power in the "R" key position will not activate unless I release the target lock. Is this a common problem or am I the only one having it? The other encounter keys (Q and E) fire even with target lock held, so why is "R" different. Anyone know? PWI mods may answer too.

Which class and slot is that? Many people rebind their keys btw.

Tested hardtargetlock on my CW and all Encounters work, including spell mastery.

I guess it is something that I have done then, I tried all my characters, I have one of each class, and all of them have the same problem. I dont get it, what the heck did I do? Maybe I have something else keybound to CTRL-R. but if that was the case target lock wouldn't work either, would it.
I think I will reset my keybinds to the default setting and see if it still happens, if it does, then I haven't a clue as to the cause.

Yep, there is an issue. I don't know if it is still this way, though. But I experienced the same as you. So then I looked at the controls and there is a command for CTRL-R - something about "reset map" in foundry, or something. So I thought "alright, I simply delete this bind" - but this didn't solve it. I then simply changed "use" from F to R, since I don't need to target something to "use" it, and set my third encounter button from R to F - and CTRL-F doesn't have any issues.

Tried resetting to default keybinds and the problem is still there. I did find one other command that used CTRL-R, but that was for foundry commands. I cleared it anyway but the problem persists. GAAAHHH! This is driving my nuts!

Thanks crystal892f, just noticed your reply after posting my last entry. I appreciate the corroboration of the problem.
I would still like to understand why this happens, so if any DEV or a Mod, is feeling nice and would like to enlighten me, it would be greatly appreciated.

No enlightenment yet. I believe that possibly I will never receive said enlightenment... what am I thinking. If it doesn't make people buy Zen, it's not going to be addressed...
