Assumption: developers, testers have a finite discrete amount of hours available to spend on the game.
I would suggest that fixes to long outstanding defects in the game should take priority over new content and beautification.
e.g.
changing the class icon beside a player's toon - couple hours to implement, an hour to test and run regression tests
re-implementing the gateway auction house sort by column functionality - generous estimate - same as above cosmetic improvement.
bang for your buck - i'd vote for the second as being the better improvement
first, make it run
then make it run correctly
after that if you still have cycles left over then make it run fast and/or pretty

Except the guys who be changing the class icon are not the same people who would be working on the gateway's auction house.
Yeah, they have different teams doing different things, so you're kinda mis-factually assuming things here.

What is wrong with the class icons again? My characters have the same class icons as closed beta and they seem fine to me.
Neverwinter players are stubborn things....until you strip them down to bone. (Cursed players, my flowers, MINE!) Oh how I plotted their demise.

The development team that puts new shiny items out is working in overdrive compared to the bug fixing team. This needs to be rectified, toot sweet.
