Howlers show up in Guantlegrim and the Dread Ring, but they don't howl. From the D&D MM3:
Dread Howl (fear, psychic) +Encounter
Attack: Close blast 5 (enemies in blast); +12 vs. Will
Hit: 4 psychic damage. and the target grants combat advantage
until the end of its next turn.
It's their defining feature (look at their name FFS), at this point they are basically just angry, jumping hedgehogs.
I think they just never got around to finishing them. Howlers in general seem to be missing some animations. Using an attack (on the ones in the Dread Ring) that would knock them down just freezes them in place. Which looks really odd if you happen to stop them in mid-air. The mounted ones in Gaunt are immune to that kind of thing. But they still seem kinda off somehow.
Maybe if they ever get around to polishing them they'll add the howl.
Well, some mounts like warg and owlbear have walking animation missing (they run in slow motion instead) so I doubt howlers will be changed any time soon.
