Can we catch up on old skirmishes now?

When I was leveling my cleric during the double XP weekend, I quickly outleveled the areas I was questing in. As a result, I never got a chance to do the skirmishes, and I never got titles for the areas I completed. I see in the new patch notes:
  • The level restrictions on dungeon and skirmish queues have been relaxed, allowing players up to two levels lower or higher to queue for each one.
  • If a player is two or more levels below the recommended level, they'll temporarily be boosted to one under the recommended level.
So can we then go back to Blacklake and the Tower District and do those skirmishes? Or are we still screwed?

They come around again every so often as Call to Arms events, a weekend event that revisits old skirmishs, like the Tower District or Vellosk (the last one). You can visit ones you missed there.

They really should be held more frequently, though.

I wasn't aware of that, thanks for the info. I'll keep an eye out for them. :)
