Need help for NON-STEALTH build

Looking over the various builds for the Rogue, I notice a lot of emphasis on perma-Stealth. Well, I tried it... and it didn't work for me, and by that I mean it doesn't work with the way I play these games. I panic easy, especially when the enemy has just pulled off an AoE that has left me with less than 30% of my hit points, my cleric follower is already on the ground and my healing potion is on cooldown... I try to run like hell. And the next thing I know, I'm dead.

It just doesn't even occur to me to try stealth. I'm a 4E P&P gamer; to me, you do NOT re-enter Stealth once the battle has started. Stealth is for sneaking around and getting into position for a backstab, it's not a form of cloaking to be activated for additional damage and defense.

So, what I'm looking for is assistance on setting up a build that uses Stealth as little as possible.

Okay, I know some of you are going to say 'roll a GWF'. I did. I _lurve_ my GWF. GWF is exactly how I prefer to play. A tanky type that sits in the thick of things with lots of stuns and interrupts? Oh man, I wish I'd known about this from the start. But I also have a level 52 Halfling TR (silly me, I thought that since Halflings are optimized for rogues in the P&P game, they'd be optimized for rogue in Neverwinter). And I don't play hardcore. It's taken me a few weeks to get him to 52. I don't want to have to reroll, wasting all that time I've put into the character. There should be a way to rebuild my TR to the point that he's playable again.

One thing to note is that I hate, I really hate, I HATE HATE HATE HATE Impossible To Catch. Now, pick your jaw up off the floor; the power just doesn't work for me. If I'm having problems using Stealth (a class main feature) for defense, I'm certainly going to have problems using an optional encounter power for it as well. This being said, I'd like this to be a Whisperknife build, because I won't be using ItC.

Okay, any thoughts or advice? Again, if you're just going to say 'Roll a GWF', I did. I like it, a lot better than I like my TR. I just want a way to salvage the TR so all that time and effort I put into the character isn't wasted.

    If you're running a Halfling, stack deflect, it will make you much tankier for starters. And don't poo-poo ITC. It can allow you to stand in those AOE circles that are slapping you down.

    Check out Munkey81's deflect/regen/lifesteal build. Pretty sure he runs a Halfling.

    It's not that I'm poo-poo'ing ItC. It's that it doesn't match my playstyle. By the time I'm thinking of hitting it, I've already been hit.

    I've made a non-stealth build, but it's really only for PvE:
    PvE TR Scoundrel Build
    Go for the eyes, Boo! GO FOR THE EYES!!!
    (Where's a Miniature Giant Space Hamster when you need one?)

    Sounds like your playstyle is a lot like my playstyle, so I'll try to help you as much as I can. I will point out that I mainly play the PvE content. I'm not optimized for PvP at all. I also don't use ItC either. I like damaging moves.

    I have a lvl 60 Halfling TR.

    When I rolled my starting stats I got Str 13, Dex 18, Cha 17, putting the halfling stat points into Dex and Cha to get the 18 and 17. I then used all my ability score increases to put into Dex and Str. The rationale here is that Charisma is nice for the combat advantage damage and companions stat bonus (especially nice when you have an augment companion, so those stat bonuses go straight to you), but strength gives a static damage bonus increase so it is slightly better. I've found that a good mix of the two gives the best damage output.

    Powers:
    Dailies:
    -Whirlwind of Blades- This is a nice daily since it hits five targets for decent damage in a decent range AoE and gives you power for each person hit. It can give a nice damage boost for a bit for your other powers.
    -Shocking Execution- Good daily that can do a good chunk of damage to a single target

    Encounters slotted for parties:
    -Wicked Reminder- Using this power from stealth is nice since it applies three stacks of Wicked Reminder to the target. Each stack reduces their Damage Mitigation by 4%, so if you have high enough Armor Pen, this can be a 20% damage increase. Also does okay damage itself and has an extremely short cooldown
    -Impact Shot- This is nice because it does good damage and can be used from range
    -Lashing Blade- Long cooldown but very high very nice damage

    For soloing I just switch Wicked Reminder to Dazing Strike. The daze is nice for dpsing targets down and providing Combat Advantage.

    At-Wills:
    -Sly Flourish- the bread and butter damage at-will
    -Cloud of Steel- useful from ranged, can provide decent damage

    Passives:
    -Skillful Infiltrator- 3% crit chance and 15% run speed are nice
    -Invisible Infiltrator- Having a full bar of stealth can be nice to have after using a daily, and the 15% damage buff is nice.

    Heroic Feats:
    Action Advantage 5/5: Action points are good, especially if you can flank with your companion or other players
    Weapon Mastery 3/3: Crit Chance is good
    Toughness 1/3: Needed to put a point somewhere
    Cunning Ambusher 3/3: Helps deal good damage after coming out of stealth
    Endless Assault 3/3: More damage is good
    Scoundrel Training 3/3: I do a lot of damage with Sly Flourish in parties
    Disciple of Strength 2/3: More damage is good
    (If you're mainly soloing, you can put the third point into Disciple of Strength instead of Scoundrel Training to just do more damage)

    Paragon Feats:
    Underhanded Tactics 5/5: more effective Combat Advantage is okay I guess
    Nimble Blade 5/5: doing more damage some of the time when I don't crit is good
    Mocking Knave 5/5: doing more damage with Sly Flourish and Cloud of Steel is good
    Action Rush 5/5: this helps to get my daily faster
    Whirlwind Sneak Attack 1/1: This capstone is pretty good. It applies to the next encounter power made after you leave stealth, so it can help increase damage
    Dazzling Blades 5/5: seems a good choice since you'll be Sly Flourishing a lot
    Devastating Shroud 5/5: gives a nice buff after using Shocking Execution

    So, the way I play in parties is to stealth up to a group of enemies and use Wicked Reminder to hit as many of them as possible. This applies three stacks of Wicked Reminder and also causes me to exit stealth. Now that I have the buff from Whirlwind Sneak Attack and Cunning Ambusher and my target has the Wicked Reminder debuff, I use Lashing Blade to deal lots of damage. Then mix in Impact Shot and Wicked Reminder until things are dead. Whenever I have a full bar of stealth, I maneuver to the best position, enter stealth, then immediately use Wicked Reminder. I try to do this when Lashing Blade is coming off of cooldown so I can use it with all the buffs from exiting stealth, though an Impact Shot can do decent damage with those buffs. I see no reason to stay in stealth longer than to use Wicked Reminder. Invisible Infiltrator can come in handy here. After you use your daily, you will have a full bar of stealth and a 15% damage buff. You can then stealth, use Wicked Reminder, and the next Encounter you use has the Invisible Infiltrator, the Cunning Ambusher, and the Whirlwind Sneak Attack damage buffs (if the daily was Shocking Execution you also have the crit chance and severity buff from Devastating Shroud), plus benefits from the Wicked Reminder debuff.

    For soloing, I usually use Dazing Strike out of stealth and then just use Encounters and At-Wills until everything is dead.

    I try to make sure I dodge out of big red circles that hurt. Dodging effectively can save your life many times.

    White Khalifa- tene/hp/regen CW (retired) 11k GS (tene)
    Death From Above- TANK ranger 16kGS
    (all halfling everything)

    Again, I have a GWF. Love my GWF. Just don't want to waste all the time spent on the TR.
