Hey guys, I have a few questions for you. I hope you can guide me down the right path.
1- I am going to make a C/W and I want to be something different then human or elf so I was wondering does race really make a difference?
2-What should I shoot for as far as starting stats and where should I put my stat points in? Maybe Intel to 20 then Char then wis? Basically how many points is enough in each attribute?
3- What build should I go down to make leveling as easy as possible? Please keep in mind that I split up pve and pvp to break it up a little as I love to pvp as well as pve. Please let me know. Thanks guys...

Yes, it does, but only by a very small margin--like the sugar of the icing on the cake. There are a lot of successfull Halfing and even Dwarf CW's out there--especially in PvP.

I would go for 18-13-13-10-10-8 (without any racial or other bonus attribute points) and have 18 in INT, and 8 in STR.
Race is a nice perk, but doesn't matter what you play. They are all viable.
Personally for leveling, I put all into int and cha. I leveled as oppressor, as slows with ice is wonderful base control. Pick up nightmare wizardry and you're golden for CA. Otherwise, just play to have fun. It's a strong class if you're intelligent.
You are playing halfing winter. Halfing is the best choice for every class if u want to maximize pvp efficiency due to cc imunity deflect and hp for regen/tene.

Ok if I decide to go halfling and go Thaum spec how should I juggle my stats when I make him? And do I raise all 3 stats intel wis and char every 10 levels?

WIS: 13

This is a maxed roll it includes the racial bonuses to DEX and CON. Good luck my friend!
Unless you are going for a strictly PVP build, I would suggest 16int/16char as your starting stats (18/18 as a Tiefling with racials) and just stack all your ability points in Int & Char.
