From the way I see it, malevolent surge is much less useful for clearing than destructive wizardry. The fact that it last 4 seconds and only spawns from killing mobs seems to pale in comparison greatly to the final sharandar power boost feat. Also, why get a damage boost only when I kill a mob when I can have a flat 10% damage increase during clearing.

Try running with Storm Pillar, I just hate it. How many mobs you kill on a run? Thats around 300~ in CN...well thats a lot of dps (+30% for 4s.)
And I just read this which is comming with Module 2: - Feat: Malevolent Surge: This feat now properly affects Shard of the Endless Avalanche.
Which means even more dmg?
I think both are rather lackluster, but I went with Destructive Wizardry because any buff that lasts for as short of an amount of time as four seconds will be wasted as I teleport away from agro and other incoming damage. At least with Destructive Wizardry I can better time when I will receive the buff and work it in to my rotation rather than suddenly having a four second buff that I might not utilize at all.
