Waukeen Merchant in the Moonstone Mask?

Just a few minutes ago (apx 7:45 pm EDT 7 October 2013) I was disconnected from the Beholder server. I ran CCleaner immediately and logged back in with little issue. I continued on my way to the Moonstone Mask (my logout area of choice) and saw something new in the Moonstone Mask. I saw a vendor icon over a new NPC. (It wasn't there 10 mins prior when I had logged in). I went over to them and highlighted them. They had a Waukeen Merchant title. I started the dialogue and it was verbally what we heard when we picked fireblossoms at the Midsummer Festival. However the rewards it was looking for something entirely different. I parked my char in a corner and logged out to submit this report.

    It seems pretty clear the vendor is for the event that starts next week and is incomplete at the moment. Properly turned on by accident.
