To be honest, I played a regen DC. had 1600 regen due to seal of exec ring on pet and regen items. I had 27k hitpoints. thought regen was helping a lot in dungeons, then I decided to see if it really was. Changed my regen out for higher power/crit/recov/def etc.. didn't notice any diff in survivability. was still chugging same amount of pots, but was healing better without 'wasting' stats in regen. PVP.. that's another story entirely. PVE.. in my opinion.. other stats are more worth the buck... this is just my experience with regen in pve. others may tell you different. take it as you will.
Almost every heal you have, heals also yourself (-40%), Forgemaster could be the only one, if u arent in range... I spreading healing word pretty hard, so I have a constant heal on myself, so I have no need on regeneration - also I use BotS and Astral Seal, so I got even more selfheals..
So in my opinion points in regen (in PvE) are kinda wasted - in PvP they are a bit usefull, but still not worth focus on it (to me).
I have 100 in regeneration by the belt I wear, cause I need the ther stats from it (til I get one thats fitting better).
