Elven Resolve with Guardian Fighters?

What does this do for us exactly? Does it make the regen start 10% sooner? Does it recharge 10% more per "tick"?

Has anyone gotten this?
Religion - 60 GF (15.3k GS)
The Seeker - 60 DC (11.5k GS)
Faithless - 60 CW (10k GS)

    You should get +10% regeneration tick. Not the same as speed. So you have 110% regeneration per tick, but it still need same time to achieve an unbroken shield. Maybe you have at least not same time as before to have 100% shield up(for example 9 ticks vs. 10 ticks so that last tick is only 1% of rest, but you still need 9x tickrate and not 10x tickrate on time).
