Can NPCs wear a dress rather than pants?

I can't find a gown or anything that would pass as a dress in the lists in "Costumes". Am I missing something here?

    female adventurers wear pants. if you've ever tried running or doing anything active in skirts, you'd know why. Only female NPC's in bars are allowed dresses.

    That's what I want. Where are those dresses for such NPCs?

    afaik only 2 dresses are available for cosmetics--one from the wedding attire set and the other from the noble finery set. this game is lacking good customization in terms of cosmetics IMO, I'm still using my peasant's garb for fun

    A kilt or a short skirt is often easier to move around in than a dress. Maybe a loincloth with a long hanging cloth. Roman armor was basically an armored skirt with greaves down there. A full length dress is impractical for combat.

    I could see a leather or mail skirt or tartan with high boots or greaves working for an adventurer. The classic image of Athena is wearing a skirt, sandals, carrying spear, shield, and breastplate.
