[Mimic] Not level 15 or transfered Zen into the game

I cannot whisper or be part of a guild forming party on all 5 accounts I have tested on Mimic
This has been the case for weeks
I get the "not level 15 or have transferred Zen into the game" error message
on all the characters I have tried, despite the fact that this account is a founder & the characters are level 60 & the others are all over level 20, some of which have transferred Zen (onto a live server)
Could I please get a fix for this?
PS I've submitted GM requests & Bug reports, the only replies have been to submit bug reports!

Would be nice to be able to form a guild & whisper rather than shout everything
