CW ShatterStrike Capstone Bug

The Shatter Strike capstone says it makes the chill effect of Chill strike give 3 stacks of Chill instead of 1 but when Chill strike is put in the Spell mastery slotit becomes an AoE, Chilling multiple targets. Yet the targets beyond your primary target do not receive addition chill stacks.
