So i tried the gloaming cut at will power with sneaky stabber. The feat works just fine as you recover a small tick of stealth every hit but if you're already stealthed and kill a unit with it the +25% stealth bar does not kick in.
Only when you're not stealthed does it work. I dunno if it was intentionnal but in that case a more specific tooltip would have been needed

small update on this bug.
This effect actually only happens when killing epic mobs (in epic dungeons) or on some foundry mobs. If killing normal mobs or normal dungeon mobs it seems to work. This randomness seem to confir that it it indeed a bug and not a willing feature
This bug seems to have been around for the longest time, but due to the small number of people using this skill, the community hasn't been able to take notice of it.
Try to unsummon your companion and see if Gloaming Cut credits the +25% Stealth on kill. It should do the trick as it did so for me. This bug only seems to happen when we have companions summoned, including passive ones like Ioun Stones or Cats. If by any chance it still doesn't credit the bonus stealth, then I'm afraid it's something else. The only time it will credit the +25% Stealth on a kill will be the first time you kill an enemy in combat. After that, it won't do it anymore until you get out of combat.
I hope this bug gets sorted out in the near future.
