GF Crit or Armor Pen

If you are running a dps build and want to be viable in both pvp and pve which is better to stack? Crit or Armor Pen. I'm poor, I don't have Tenes.

    What set are you running? If you don't have AD and a Fresh 60 GF. Go look at the Blue Light special setup posted by others. Level 60 Blue/epics cheap loots vs. an expensive 4/4 set + gear. then get rank 5 enchants.

    Armor pen up to 24%, then crit.
