Bilethorn enchantment does not work with GWF skill slam...Is it working as intended?

lesser Bilethorn states: You deal an additional 3.8% of your weapon damage as Poison damage with your powers. Your foe takes an additional 6.5% of weapon damage as Poison damage after 4 seconds.
My question is does the "power" have to be a weapon slice or is it any power? Bilethorn works with crescendo(Daily), flourish(encounter), takedown(encounter) Indomitable battle strike (encounter) and all the at wills but these are "weapon slice" attacks. Slam on the other hand is a aoe that burst from the caster. I can logically see that as a reason for it not work but the tooltip specifically states that the damage is done with your powers.
That being said if the reason for it not working IS because of it not being a "weapon slice" wouldn't it make this enchantment worthless for all casters?
